Apple has seeded iOS 7.1 beta 4 to developers today. The build number for this update is 11D5134c and the full changelog has not been made public yet, but can be downloaded here. Apple recently seeded iOS 7.1 beta 3 a couple weeks ago and there is no indication of when Apple will go live
