It’s currently unknown when the feature will release, but it looks like some Instagram users are now able to follow hashtags.
It seems that Instagram is only testing this feature currently, though if it gets a wider release, it could prove useful for some users.

According to The Next Web, Instagram has declined to comment on the feature, so it’s unclear who has access to it.
It’s important to point out that Instagram has tested other features in the past that never ended up getting publicly released.
Following a hashtag would allow you to avoid having to look for pictures of cute puppies on Instagram and instead have the cute K9’s delivered directly to your Instagram feed.
