Can windtab be used for anything else than phone credits? Ie, if Wind is slow bringing new phones to Canada, and one purchases phone in states, could you one use windtab as a credit towards account balance?

Windrep I spoke to said that the WindTab was only for phone purchases from Wind, and that it was a limited time offer ('course, she could have been saying that to try and get me to buy a phone then and there)
are there penalties if i want to pay if off in the middle?

No penalties. You can pay off the balance anytime and leave Wind and take the phone (unlocked after 3 months of service with Wind).
