Yes it does, that is if your using Google Maps or other online mapping programs.
Getting a fix on the GPS will sometimes use data (3kb maybe) to get a lock onto the signal quicker, but after that it wont need data, unless you are using Google Maps. Google Maps does NOT have cached maps, so you are consistently downloading new maps and such.
For me, that didn't work, so I downloaded MapDroyd. It's All offline, so you will only need to use your GPS for a location. It's worked out great so far for me, although it can be a little confusing at first.
