Koodo Samsung Galaxy Ace 48$ outright?

Just saw this in a Wal-Mart flyer (in Quebec). It does not state anything about the koodo tab and the Blackberry right next to it does state "With the Koodo tab" so is it the actual outright price or am I missing something?

It says "Subject to approved credit" though, which means you'd be on a post-paid plan of some sort, either the tab or a 3-year.
