free incoming and cheap data on gsm?

I am looking for a carrier i can get free incoming calls and good smart phone data plan on a gsm network.
I am with rogers now but they charge $15/month for free incoming calls.

Who else can i look at? I want GSM as i have an unlocked nokia n-95. I also need ontario wide service. Local Toronto only will not work for me.
