Here is a list of Zones that we know for sure WIND is prepping for launch:
Barrie, Niagara Region (St. Catherines, Welland, Port Colborne, Fort Erie, Niagara-On-the-Lake), Kitchener, London, Fort Saskatchewan, Abbotsford, Victoria and they are still having turmoil in Peterborough.

Zones that already have all towers set up:
Kitchener
Niagara Region (looking for jobs)

Zones that are getting towers put up:
Barrie
Abbotsford
Fort Saskatchewan

Zones that have towers planned to be launched next year:
London
Victoria
Peterborough

EDIT:
Next three zones are Barrie, Abbotsford, and London.

Nice glad to see them expanding out and improving their current areas

Well I hope that they follow through on their promises

I spent 7 months waiting for them to do that in the Greater Vancouver area and they never did.

Another issue is that even if they do expand their coverage, will that fix much when it comes to penetrability of their signal through buildings?
That was a major issue - walk into a building and half the time you drop the call

That was a major issue - walk into a building and half the time you drop the call

That is partially due to the frequency that was auctioned. It's relatively high and therefore has problems getting through certain materials. (Concrete, Metal)

Sometimes a tower could be across the street and you'll still have problems.

Will soon change.
WIND will be getting a slew of the new blackberries, HTC Ruby (knowledge from trusted source), and the Galaxy Nexus. Then they will be replacing their U1250 (as reported here) with the U2801 and adding the Huawei Boulder aswell. Then they've already added the Nokia 500 (still no word if they're looking to bring on a Windows Phone 7 device, but could happen).

That's nine new phones right there.
