Some countries have requirement that any phone be unlocked upon request by the carrier. Instead, Canada wanted to pass a bill making unlocking of cell-phone illegal (C-61, anyone?), non-withstanding contract that carriers can change unilaterally but customers, even after their death, can not escape. Maybe if the carrier didn’t make sure it was impossible buy a phone that is unlocked, then there wouldn’t be the problem.
