High bids in this auction are chosen at random after each rounds. In fact, at the end of a round, all bidders on a license have the same bid standing. Then, one of the contender is chosen as the high bidder, which means that if in the subsequent round, no one wants to bid again, that randomly chosen high bidder gets [stuck?] with the license. So basically, the strong movement in terms of dollars and licenses between the top 6 or 7 is a bit meaningless at this point. Disclaimer: I work for a company that is currently bidding.
